GovState English requirements at a glance
Source: the international admissions page. The requirement applies only if your previous degree came from an institution where English is not the foundational language. Instead of a test you can complete level 112 at an ELS Education Services language centre.
| Level | IELTS Academic | TOEFL iBT | Duolingo | PTE Academic |
|---|---|---|---|---|
| Undergraduate | 6.0 | Reading 19, Writing 16, Listening 18, Speaking 15 | Not listed | Reading 51, Writing 43, Listening 48, Speaking 40 |
| Graduate | 6.0 | 80 (20 in each section) | Not listed | 53 in each section |
Section minimums matter more than the total
GovState sets its TOEFL and PTE bars by section. Undergraduates need TOEFL Reading 19, Writing 16, Listening 18 and Speaking 15, or PTE Reading 51, Writing 43, Listening 48 and Speaking 40. Graduate applicants need TOEFL 20 in every section with at least 80 overall, or PTE 53 in every section. IELTS is simpler: 6.0 overall for all degree levels, with no band minimums published. See GovState international admissions.
The English Language Learning Center page for full-time graduate programs names IELTS, PTE and TOEFL, or completion of an approved ESL program, and asks you to email the Office of International Students for minimum scores. Duolingo does not appear on either page. See the ELLC page.

Degree length, waivers and the Intensive ESL Program
Graduate applicants must hold an acceptable bachelor's degree based on four or more years after grade 12, or the equivalent, and work from outside the US needs a course-by-course evaluation by a NACES member. Ask before applying if your bachelor's took three years.
There is no exempt-country list. The test is needed if your previous degree came from an institution where English is not the foundational language, so a degree from a university that teaches in English may be accepted; GovState does not spell out how it judges this, so confirm with the Office of International Students before skipping a test. If your English is not yet at the required level, GovState's Intensive ESL Program runs from beginning to advanced levels, with fall, spring and summer starts.
Student visa and next steps
The US F-1 student visa sets no English test score of its own. What counts is the requirement GovState sets for admission, which leads to your Form I-20. For the wider picture of studying in the US with each test, see IELTS for the USA and PTE for the USA.
Requirements change between admission cycles. Check the GovState international admissions page again before you book a test, and check your own program page, which can set a higher bar.
Minimum vs competitive score
Where Governors State University publishes an IELTS score, it is the minimum: the floor an application has to meet to be considered, not a score that guarantees an offer.
Competitive programmes, and courses with far more applicants than places, may expect more than the minimum, and some departments set their own overall or per-skill scores, often for writing or speaking. The course page has the final word, so check it before you book a test.
If you are close to the line, aim for a margin above it: one weak skill can miss the requirement even when the overall band clears it. Not sure where you stand? Take a free IELTS mock test and get a band for each skill.
