IDP India says the fee is the same in every city (Delhi, Mumbai, Hyderabad, Bangalore, Chennai, Kolkata, Pune, Ahmedabad, Punjab and Kerala all show ₹19,000) and describes it as reviewed periodically. Its fee page does not mention GST; its refund terms describe the test fee as inclusive of all taxes. You can pay by credit or debit card, net banking, demand draft or a deposit at ICICI or HDFC branches.

The British Council publishes no IELTS fees for India because it no longer sells IELTS there: IDP has been the sole IELTS distributor since 25 July 2021, so any IELTS booked in India goes through IDP. IDP India says IELTS on Paper has been discontinued.

Transfer, cancellation and refund rules

For IELTS on computer, IELTS Writing on Paper and One Skill Retake, IDP's transfer and cancellation policy makes a transfer free 15 or more days before the test; between 5 and 14 days out it charges an administrative fee of up to 25% of the fee, and within 4 days a transfer is treated as a cancellation. Cancelling 15 or more days ahead costs up to 25% of the fee; within 14 days the fee is non-refundable.

For IELTS for UKVI and Life Skills, a transfer must be requested more than 14 days before the test, to a date within three months, once per booking, with an administration fee of up to 25%. Cancellation refunds shrink as the test gets closer: 75% more than 14 days out, 50% between 14 and 2 days, 25% within 2 days and nothing on or after test day. A re-mark (Enquiry on Results) usually takes two to three weeks.

IDP's fee page still describes a nine-day cancellation window (and four days for One Skill Retake); the dedicated transfer and cancellation policy it links to sets the 14-day rule above. Check the policy page before you cancel.
